Orchestrate is a typed substrate for operational execution. Nine ordered blocker layers. Seven dispatch decisions; five of them do not send. Eight rationale questions persist on every decision. Risk only escalates; it never relaxes. Refusal is not the failure mode — refusal is the substrate.
